\nThe General Assembly<\/em>,
\nHaving considered in depth the question of Western Sahara,
\nReaffirming the inalienable right of all peoples to self-determination and
\nindependence, in accordance with the principles set forth in the Charter of the
\nUnited Nations and General Assembly resolution 1514 (XV) of 14 December 1960
\ncontaining the Declaration on the Granting of Independence to Colonial Countries
\nand Peoples,
\nRecognizing that all available options for self-determination of the Territories
\nare valid as long as they are in accordance with the freely expressed wishes of the
\npeople concerned and in conformity with the clearly defined principles contained in
\nGeneral Assembly resolutions 1514 (XV) and 1541 (XV) of 15 December 1960 and
\nother resolutions of the Assembly,
\nRecalling its resolution 67\/129 of 18 December 2012,
\nRecalling also all resolutions of the General Assembly and the Security
\nCouncil on the question of Western Sahara,
\nRecalling further Security Council resolutions 658 (1990) of 27 June 1990,
\n690 (1991) of 29 April 1991, 1359 (2001) of 29 June 2001, 1429 (2002) of 30 July
\n2002, 1495 (2003) of 31 July 2003, 1541 (2004) of 29 April 2004, 1570 (2004) of
\n28 October 2004, 1598 (2005) of 28 April 2005, 1634 (2005) of 28 October 2005,
\n1675 (2006) of 28 April 2006 and 1720 (2006) of 31 October 2006,<\/p>\n

Underlining the adoption of Security Council resolutions 1754 (2007) on
\n30 April 2007, 1783 (2007) on 31 October 2007, 1813 (2008) on 30 April 2008,
\n1871 (2009) on 30 April 2009, 1920 (2010) on 30 April 2010, 1979 (2011) on
\n27 April 2011, 2044 (2012) on 24 April 2012 and 2099 (2013) on 25 April 2013,
\nExpressing its satisfaction that the parties met on 18 and 19 June 2007, on
\n10 and 11 August 2007, from 7 to 9 January 2008 and from 16 to 18 March 2008
\nunder the auspices of the Personal Envoy of the Secretary-General for Western
\nSahara and in the presence of the neighbouring countries and that they have agreed
\nto continue the negotiations,
\nAlso expressing its satisfaction at the holding of nine informal meetings
\nconvened by the Personal Envoy of the Secretary-General on 9 and 10 August 2009
\nin D\u00fcrnstein, Austria, on 10 and 11 February 2010 in Westchester County, New
\nYork, United States of America, from 7 to 10 November 2010, from 16 to
\n18 December 2010 and from 21 to 23 January 2011, all on Long Island, New York,
\nfrom 7 to 9 March 2011 in Mellieha, Malta, from 5 to 7 June 2011 and from 19 to
\n21 July 2011, both on Long Island, and from 11 to 13 March 2012 in Manhasset,
\nNew York, to prepare for the fifth round of negotiations,
\nCalling upon all the parties and the States of the region to cooperate fully with
\nthe Secretary-General and his Personal Envoy and with each other,
\nReaffirming the responsibility of the United Nations towards the people of
\nWestern Sahara,
\nWelcoming, in this regard, the efforts of the Secretary-General and his Personal
\nEnvoy in search of a mutually acceptable political solution to the dispute, which
\nwill provide for the self-determination of the people of Western Sahara,
\nHaving examined the relevant chapter of the report of the Special Committee
\non the Situation with regard to the Implementation of the Declaration on the
\nGranting of Independence to Colonial Countries and Peoples for 2013,1
\nHaving also examined the report of the Secretary-General,2
\n1. Takes note of the report of the Secretary-General;2
\n2. Supports the process of negotiations initiated by Security Council
\nresolution 1754 (2007) and further sustained by Council resolutions 1783 (2007),
\n1813 (2008), 1871 (2009), 1920 (2010), 1979 (2011), 2044 (2012) and 2099 (2013),
\nwith a view to achieving a just, lasting and mutually acceptable political solution,
\nwhich will provide for the self-determination of the people of Western Sahara, and
\ncommends the efforts undertaken by the Secretary-General and his Personal Envoy
\nfor Western Sahara in this respect;
\n3. Welcomes the commitment of the parties to continue to show political
\nwill and work in an atmosphere propitious for dialogue, in order to enter into a more
\nintensive phase of negotiations, in good faith and without preconditions, noting
\nefforts and developments since 2006, thus ensuring implementation of Security
\nCouncil resolutions 1754 (2007), 1783 (2007), 1813 (2008), 1871 (2009), 1920
\n(2010), 1979 (2011), 2044 (2012) and 2099 (2013) and the success of negotiations;<\/p>\n

4. Also welcomes the ongoing negotiations between the parties held on
\n18 and 19 June 2007, on 10 and 11 August 2007, from 7 to 9 January 2008 and from
\n16 to 18 March 2008 in the presence of the neighbouring countries and under the
\nauspices of the United Nations;
\n5. Calls upon the parties to cooperate with the International Committee of
\nthe Red Cross, and calls upon them to abide by their obligations under international
\nhumanitarian law;
\n6. Requests the Special Committee on the Situation with regard to the
\nImplementation of the Declaration on the Granting of Independence to Colonial
\nCountries and Peoples to continue to consider the situation in Western Sahara and to
\nreport thereon to the General Assembly at its sixty-ninth session;
\n7. Invites the Secretary-General to submit to the General Assembly at its
\nsixty-ninth session a report on the implementation of the present resolution.<\/p>\n

\nConstatant avec satisfaction que les parties se sont rencontr\u00e9es les 18 et
\n19 juin 2007, les 10 et 11 ao\u00fbt 2007, du 7 au 9 janvier 2008 et du 16 au 18 mars
\n2008 sous les auspices de l\u2019Envoy\u00e9 personnel du Secr\u00e9taire g\u00e9n\u00e9ral pour le Sahara
\noccidental et en pr\u00e9sence des pays voisins et qu\u2019elles sont convenues de poursuivre
\nles n\u00e9gociations,
\nConstatant \u00e9galement avec satisfaction que l\u2019Envoy\u00e9 personnel du Secr\u00e9taire
\ng\u00e9n\u00e9ral a organis\u00e9 neuf r\u00e9unions informelles les 9 et 10 ao\u00fbt 2009 \u00e0 D\u00fcrnstein
\n(Autriche), les 10 et 11 f\u00e9vrier 2010 dans le comt\u00e9 de Westchester (New York, \u00c9tats-
\nUnis d\u2019Am\u00e9rique), du 7 au 10 novembre 2010, du 16 au 18 d\u00e9cembre 2010 et du
\n21 au 23 janvier 2011 \u00e0 Long Island (New York), du 7 au 9 mars 2011 \u00e0 Mellieha
\n(Malte), du 5 au 7 juin 2011 et du 19 au 21 juillet 2011 \u00e0 Long Island et du 11 au
\n13 mars 2012 \u00e0 Manhasset (New York) en vue de pr\u00e9parer le cinqui\u00e8me cycle de
\nn\u00e9gociations,
\nInvitant toutes les parties et les \u00c9tats de la r\u00e9gion \u00e0 coop\u00e9rer pleinement avec
\nle Secr\u00e9taire g\u00e9n\u00e9ral et son Envoy\u00e9 personnel, et les uns avec les autres,
\nR\u00e9affirmant la responsabilit\u00e9 de l\u2019Organisation des Nations Unies \u00e0 l\u2019\u00e9gard du
\npeuple du Sahara occidental,
\nSe f\u00e9licitant, \u00e0 cet \u00e9gard, des efforts d\u00e9ploy\u00e9s par le Secr\u00e9taire g\u00e9n\u00e9ral et son
\nEnvoy\u00e9 personnel pour trouver au diff\u00e9rend une solution politique qui soit
\nmutuellement acceptable et assure l\u2019autod\u00e9termination du peuple du Sahara
\noccidental,
\nAyant examin\u00e9 le chapitre pertinent du rapport du Comit\u00e9 sp\u00e9cial charg\u00e9
\nd\u2019\u00e9tudier la situation en ce qui concerne l\u2019application de la D\u00e9claration sur l\u2019octroi
\nde l\u2019ind\u00e9pendance aux pays et aux peuples coloniaux sur ses travaux de 20131,
\nAyant \u00e9galement examin\u00e9 le rapport du Secr\u00e9taire g\u00e9n\u00e9ral2,
\n1. Prend acte du rapport du Secr\u00e9taire g\u00e9n\u00e9ral2;
\n2. Appuie le processus de n\u00e9gociation initi\u00e9 par la r\u00e9solution 1754 (2007)
\ndu Conseil de s\u00e9curit\u00e9 et soutenu par les r\u00e9solutions du Conseil 1783 (2007),
\n1813 (2008), 1871 (2009), 1920 (2010), 1979 (2011), 2044 (2012) et 2099 (2013),
\nen vue de parvenir \u00e0 une solution politique juste, durable et mutuellement
\nacceptable qui permette l\u2019autod\u00e9termination du peuple du Sahara occidental, et loue
\nles efforts d\u00e9ploy\u00e9s \u00e0 cet \u00e9gard par le Secr\u00e9taire g\u00e9n\u00e9ral et son Envoy\u00e9 personnel
\npour le Sahara occidental;
\n3. Se f\u00e9licite de ce que les parties se soient engag\u00e9es \u00e0 continuer de faire
\npreuve de volont\u00e9 politique et de travailler dans une atmosph\u00e8re propice au dialogue
\nafin d\u2019entrer, de bonne foi et sans conditions pr\u00e9alables, dans une phase de
\nn\u00e9gociation plus intensive, en prenant note des efforts consentis et des
\nd\u00e9veloppements depuis 2006, assurant ainsi l\u2019application des r\u00e9solutions du Conseil<\/p>\n

de s\u00e9curit\u00e9 1754 (2007), 1783 (2007), 1813 (2008), 1871 (2009), 1920 (2010),
\n1979 (2011), 2044 (2012) et 2099 (2013) et le succ\u00e8s des n\u00e9gociations;
\n4. Se f\u00e9licite \u00e9galement des n\u00e9gociations qui ont eu lieu entre les parties les
\n18 et 19 juin 2007, les 10 et 11 ao\u00fbt 2007, du 7 au 9 janvier 2008 et du 16 au
\n18 mars 2008 en pr\u00e9sence des pays voisins et sous les auspices de l\u2019Organisation des
\nNations Unies;
\n5. Invite les parties \u00e0 coop\u00e9rer avec le Comit\u00e9 international de la Croix-
\nRouge et \u00e0 s\u2019acquitter de leurs obligations au regard du droit international
\nhumanitaire;
\n6. Prie le Comit\u00e9 sp\u00e9cial charg\u00e9 d\u2019\u00e9tudier la situation en ce qui concerne
\nl\u2019application de la D\u00e9claration sur l\u2019octroi de l\u2019ind\u00e9pendance aux pays et aux
\npeuples coloniaux de continuer \u00e0 suivre la situation au Sahara occidental et de lui
\npr\u00e9senter un rapport sur la question \u00e0 sa soixante-neuvi\u00e8me session;
\n7. Invite le Secr\u00e9taire g\u00e9n\u00e9ral \u00e0 lui pr\u00e9senter, \u00e0 sa soixante-neuvi\u00e8me

La Asamblea General, Habiendo examinado a fondo la cuesti\u00f3n del S\u00e1hara Occidental,<\/p>\n

Reafirmando el derecho inalienable de todos los pueblos a la libre determinaci\u00f3n y a la independencia, de conformidad con los principios enunciados en la Carta de las<\/p>\n

Naciones Unidas y en su resoluci\u00f3n 1514 (XV), de 14 de diciembre de 1960, en la que
\nfigura la Declaraci\u00f3n sobre la Concesi\u00f3n de la Independencia a los Pa\u00edses y Pueblos
\nColoniales,
\nReconociendo que todas las opciones disponibles para la libre determinaci\u00f3n de
\nlos Territorios son v\u00e1lidas siempre que se ajusten a los deseos libremente expresados
\ndel pueblo de que se trate y sean compatibles con los principios claramente definidos
\nque figuran en sus resoluciones 1514 (XV) y 1541 (XV), de 15 de diciembre de 1960,
\ny otras de sus resoluciones,
\nRecordando su resoluci\u00f3n 67\/129, de 18 de diciembre de 2012,
\nRecordando tambi\u00e9n todas sus resoluciones y las del Consejo de Seguridad

\nExpresando su satisfacci\u00f3n por que las partes se reunieran los d\u00edas 18 y 19 de
\njunio de 2007, 10 y 11 de agosto de 2007, del 7 al 9 de enero de 2008 y del 16 al 18 de
\nmarzo de 2008 bajo los auspicios del Enviado Personal del Secretario General para el
\nS\u00e1hara Occidental y en presencia de los pa\u00edses vecinos y hayan acordado continuar las
\nnegociaciones,
\nExpresando su satisfacci\u00f3n tambi\u00e9n ante la celebraci\u00f3n de nueve reuniones
\noficiosas convocadas por el Enviado Personal del Secretario General los d\u00edas 9 y
\n10 de agosto de 2009 en D\u00fcrnstein (Austria), los d\u00edas 10 y 11 de febrero de 2010 en el
\ncondado de Westchester, Nueva York (Estados Unidos de Am\u00e9rica), del 7 al 10 de
\nnoviembre de 2010, del 16 al 18 de diciembre de 2010 y del 21 al 23 de enero de 2011
\nen Long Island, Nueva York, del 7 al 9 de marzo de 2011 en Mellieha (Malta), del 5 al
\n7 de junio de 2011 y del 19 al 21 de julio de 2011 en Long Island, y del 11 al 13 de
\nmarzo de 2012 en Manhasset, Nueva York, para preparar la quinta ronda de
\nnegociaciones,
\nExhortando a todas las partes y los Estados de la regi\u00f3n a que cooperen
\nplenamente con el Secretario General y su Enviado Personal, y entre s\u00ed,
\nReafirmando la responsabilidad de las Naciones Unidas hacia el pueblo del
\nS\u00e1hara Occidental,
\nAcogiendo con benepl\u00e1cito en este sentido las gestiones del Secretario General
\ny su Enviado Personal para encontrar una soluci\u00f3n pol\u00edtica mutuamente aceptable a
\nla controversia que conduzca a la libre determinaci\u00f3n del pueblo del S\u00e1hara
\nOccidental,
\nHabiendo examinado el cap\u00edtulo pertinente del informe del Comit\u00e9 Especial
\nEncargado de Examinar la Situaci\u00f3n con Respecto a la Aplicaci\u00f3n de la Declaraci\u00f3n
\nsobre la Concesi\u00f3n de la Independencia a los Pa\u00edses y Pueblos Coloniales sobre la
\nlabor realizada en 20131,
\nHabiendo examinado tambi\u00e9n el informe del Secretario General2,
\n1. Toma nota del informe del Secretario General2;
\n2. Apoya el proceso de negociaciones que se inici\u00f3 con la resoluci\u00f3n 1754
\n(2007) del Consejo de Seguridad y continu\u00f3 con las resoluciones del Consejo 1783
\n(2007), 1813 (2008), 1871 (2009), 1920 (2010), 1979 (2011), y 2044 (2012) y 2099
\n(2013) con miras a lograr una soluci\u00f3n pol\u00edtica justa, duradera y mutuamente
\naceptable que conduzca a la libre determinaci\u00f3n del pueblo del S\u00e1hara Occidental, y
\nencomia al Secretario General y a su Enviado Personal para el S\u00e1hara Occidental por
\nsus esfuerzos en este sentido;
\n3. Acoge con benepl\u00e1cito el compromiso de las partes de seguir mostrando
\nvoluntad pol\u00edtica y trabajando en una atm\u00f3sfera propicia al di\u00e1logo, a fin de entrar en una fase m\u00e1s intensiva de las negociaciones, de buena fe y sin condiciones previas,
\nobservando los esfuerzos realizados y los acontecimientos ocurridos desde 2006,
\nasegurando de este modo la aplicaci\u00f3n de las resoluciones del Consejo de Seguridad
\n1754 (2007), 1783 (2007), 1813 (2008), 1871 (2009), 1920 (2010), 1979 (2011), 2044
\n(2012) y 2099 (2013) y el \u00e9xito de las negociaciones;
\n4. Acoge con benepl\u00e1cito tambi\u00e9n las negociaciones en curso entre las
\npartes, celebradas los d\u00edas 18 y 19 de junio de 2007, 10 y 11 de agosto de 2007, del
\n7 al 9 de enero de 2008 y del 16 al 18 de marzo de 2008 en presencia de los pa\u00edses
\nvecinos y bajo los auspicios de las Naciones Unidas;
\n5. Exhorta a las partes a que cooperen con el Comit\u00e9 Internacional de la
\nCruz Roja y a que cumplan las obligaciones que les incumben conforme al derecho
\ninternacional humanitario;
\n6. Solicita al Comit\u00e9 Especial Encargado de Examinar la Situaci\u00f3n con
\nRespecto a la Aplicaci\u00f3n de la Declaraci\u00f3n sobre la Concesi\u00f3n de la Independencia
\na los Pa\u00edses y Pueblos Coloniales que siga examinando la situaci\u00f3n en el S\u00e1hara
\nOccidental y la informe al respecto en su sexag\u00e9simo noveno per\u00edodo de sesiones;
\n7. Invita al Secretario General a que en su sexag\u00e9simo noveno per\u00edodo de
\nsesiones le presente un informe sobre la aplicaci\u00f3n de la presente resoluci\u00f3n.<\/p>\n
