Structuring a new global Development agenda beyond 2015<\/strong><\/p>\n

The Parliamentary Assembly of the Mediterranean (PAM) is attending the 128th
\nInter-Parliamentary
\nUnion (IPU) Assembly being held in Quito, Ecuador, between 22-27 March 2013. The Assembly was
\ninaugurated by the President of Ecuador, H.E. Rafael Correa.
\nThe main theme of the Assembly is \u201cFrom unrelenting growth to purposeful development\u00a0 \u2013 Buen
\nVivir\u201d.\u00a0 PAM Secretary General, Amb. Sergio Piazzi, together with nearly 1200 delegates, among
\nwhich 630 MPs from all continents, are looking into issues pertaining to economic growth and how
\nthis can lead to the general well-being of populations around the world.
\nThe nearly 120 national parliamentary delegations will also deal with issues on safeguarding civilian
\nlives during armed conflicts, natural disasters and other threats, as well as how to ensure that any
\nfuture global development plan will deliver tangible results.
\nParliamentarians are also tackling the future of human development. Participants, including 42
\nSpeakers of national parliaments, will focus on how democratic governance can be integrated into a
\nnew global development agenda after 2015, when the current Millennium Development Goals
\n(MDGs) will expire. It was highlighted that the lack of effective democratic governance has had a
\nsignificant impact on MDGs not being met, particularly amongst the most marginalized groups.
\nThe internal conflict in Syria will be among the major concerns that will be discussed during the
\nAssembly. It is expected that proposals for an immediate ceasefire and the delivery of humanitarian
\nassistance to the civilian population will be on the table. On this issue PAM has been highly
\noperational and has put its parliamentary network at the full disposal of UN-League of Arab States
\nJoint Special Envoys for Syria, H.E. Kofi Annan and H.E. Lakhdar Brahimi respectively. With
\nregards to the Middle East in general PAM will also organize in the coming weeks a High level
\nmission to the region with visits to Jerusalem, Ramallah, Amman and Beirut.
\nPAM Secretary General will also be engaged in a number of bilateral meetings with delegations from
\nPAM member parliaments attending the Quito Meeting. The economic crisis and the democratic
\nprocesses in the region will be discussed in view of PAM\u2019s commitment towards the achievement
\nand the consolidation of stability in the Mediterranean.<\/p>\n

L\u2019Assembl\u00e9e parlementaire de la M\u00e9diterran\u00e9e (APM) participe \u00e0 la 128\u00e8me
\nAssembl\u00e9e de l\u2019Union
\ninterparlementaire (UIP) qui se tient \u00e0 Quito (Equateur), du 22 au 27 mars 2013. Les travaux ont \u00e9t\u00e9
\nouverts par le Pr\u00e9sident de l\u2019Equateur, S.E. Rafael Correa.
\nLe d\u00e9bat g\u00e9n\u00e9ral de l\u2019Assembl\u00e9e est consacr\u00e9 \u00e0 la situation politique, \u00e9conomique et sociale dans le
\nmonde sur le th\u00e8me global \u00ab D’une croissance d\u00e9brid\u00e9e \u00e0 un d\u00e9veloppement ma\u00eetris\u00e9 “Buen Vivir” \u00bb.
\nPr\u00e8s de 1200 d\u00e9l\u00e9gu\u00e9s, parmi lesquels 630 parlementaires en provenance de tous les continents et le
\nSecr\u00e9taire g\u00e9n\u00e9ral de l\u2019APM, l\u2019Ambassadeur Sergio Piazzi, \u00e9changent leurs points de vues sur des
\nquestions li\u00e9es \u00e0 la croissance \u00e9conomique en vue d\u2019identifier des orientations strat\u00e9giques pour
\ncontribuer au bien-\u00eatre des populations \u00e0 court et long terme.
\nEnviron 120 d\u00e9l\u00e9gations parlementaires aborderont les probl\u00e9matiques relatives \u00e0 la protection des
\npopulations civiles lors des conflits arm\u00e9s, \u00e0 la pr\u00e9vention ainsi qu\u2019\u00e0 la gestion des catastrophes
\nnaturelles et des autres menaces. Elles veilleront notamment \u00e0 s\u2019assurer que tout programme de
\nd\u00e9veloppement global futur soit \u00e0 la hauteur des enjeux en acc\u00e9l\u00e9rant l\u2019obtention de r\u00e9sultats
\nconcrets.
\nLes parlementaires se focaliseront par ailleurs sur l\u2019\u00e9volution de la politique de d\u00e9veloppement dans
\nson ensemble afin d\u2019am\u00e9liorer les conditions de vie \u00e0 l\u2019\u00e9chelle globale.\u00a0 Les participants, dont 42
\nPr\u00e9sidents de Parlements nationaux, s\u2019attacheront \u00e0 d\u00e9terminer la meilleure fa\u00e7on d\u2019adapter la
\ngouvernance d\u00e9mocratique au Programme global de d\u00e9veloppement au-del\u00e0 de l\u2019horizon fix\u00e9 \u00e0 2015
\npar les Objectifs du mill\u00e9naire pour le\u00a0 d\u00e9veloppement (OMD) des Nations unies. Il a en effet \u00e9t\u00e9
\nsoulign\u00e9 que la gouvernance d\u00e9mocratique constituait un facteur d\u00e9terminant dans l\u2019insuffisante
\nr\u00e9alisation des OMD, dont les populations les moins favoris\u00e9es sont les premi\u00e8res victimes.
\nLe conflit interne en Syrie sera aussi au centre des pr\u00e9occupations de l\u2019Assembl\u00e9e. Des propositions
\npour un cessez-le-feu imm\u00e9diat et pour l\u2019acheminement de l\u2019aide humanitaire vers la population
\ncivile sont attendues \u00e0 cette occasion. Sur cette question, l\u2019APM a fait montre d\u2019une r\u00e9activit\u00e9
\nremarquable en mettant imm\u00e9diatement son r\u00e9seau parlementaire \u00e0 la disposition de l\u2019Envoy\u00e9 sp\u00e9cial
\nconjoint de l\u2019ONU et de la Ligue arabe pour la Syrie, S.E. Kofi annan, dans un premier temps, puis
\nS.E. Lakhdar Brahimi, qui assume actuellement cette fonction. S\u2019agissant de la situation au Moyen-
\nOrient, l\u2019APM effectuera dans les prochaines semaines une mission de haut niveau dans la r\u00e9gion,
\nlaquelle pr\u00e9voit des d\u00e9placements \u00e0 J\u00e9rusalem, Ramallah, Amman et Beyrouth.
\nLe Secr\u00e9taire g\u00e9n\u00e9ral de l\u2019APM s\u2019entretiendra \u00e9galement avec les d\u00e9l\u00e9gations des Parlements
\nmembres de l\u2019Assembl\u00e9e lors de consultations bilat\u00e9rales en marge de la r\u00e9union de Quito. La crise
\n\u00e9conomique et les transformations en cours dans la r\u00e9gion seront ainsi \u00e9voqu\u00e9s \u00e0\u00a0 l\u2019aune de l\u2019action
\nmen\u00e9e par l\u2019APM pour promouvoir la stabilit\u00e9 en M\u00e9diterran\u00e9e<\/p>\n
