PAM VIII Plenary Session Marseille 20 – 22 January 2014

1st Standing Committee Reports and Resolutions Adopted   The First PAM Standing Committee dedicated to Political and Security Cooperation discussed and adopted two reports and their respective resolutions, which dealt with the Mena political developments (Rapporteur Hon. Justyne Caruana-Malta) and Public Sector Corruption in the Mediterranean Region (Rapporteur Hon. Giorgio Girgis Sorial-Italy). The session was also addressed by the President of the House of Representatives of Morocco, H.E. Karim Ghellab, the Consul-General of Greece in Marseilles, Mr. Stylianos Gavriil, who highlighted the priorities of the current Greek EU Presidency, the Diredctor for European Affairs of the Ministry of Foreign Affairs of Jordan, Dr. Yousef Bataineh, and Dr. Fadia Dib from the Foreign Relations Committee of the Syrian Parliament. Following are the presentations delivered by Hon. Pedro Roque (Portugal) and by Hon. PAM VIII Plenary Session kicks off in Marseille, France. Peace and dialogue highlighted in messages by H.H. Pope Francis and UN Secretary General, Ban Ki-moon

The 8th Plenary Session of the Parliamentary Assembly of the Mediterranean was inaugurated today in Marseille, France by PAM President, Senator Francesco Amoruso (Italy), PAM Vice-President Hon. Michel Vauzelle (President of Provence-Alpes-Cote d’Azur Regional Council), and the President of the French National Assembly, H.E. Claude Bartolone, and the President of the French Senate, H.E. Jean Pierre Bel.   More than 200 participants, including parliamentarians from PAM member states, PAM associate countries and organisations, are meeting at the Villa Méditerranée, where PAM is rounding up the activities of 2013.   Special messages by H.H. Pope Francis and H.E. Ban Ki-moon, UN Secretary General,  highlighted the role of the Parliamentary Assembly of the Mediterranean in supporting dialogue and peace in the region.   During the opening session other speeches were delivered by the Deputy Head of the International Cooperation Committee of the Russian Federation Council, Sen. PAM AT THE OSCE MEETING ON POLITICO-MILITARY ASPECTS OF SECURITY IN THE MEDITERRANEAN

The Parliamentary Assembly of the Mediterranean (PAM) will be participating at the Regional Conference on the OSCE Code of Conduct on Politico-Military Aspects of Security for the Mediterranean Region, to be held in Malta on 11-13 September, 2013. The objectives of this conference, organized by the Conflict Prevention Centre (CPC) of the Organization for Security and Co-operation in Europe (OSCE), are to raise awareness and to present the countries of the Mediterranean Region with the Code of Conduct (including its recent Arabic translation) as a key normative document for security sector governance as well as to engage in discussion and dialogue about its principles and commitments. The conference is directed to the countries of the Mediterranean region, in particular to the OSCE Mediterranean Partners for Cooperation (Algeria, Egypt, Israel, Jordan, Morocco and Tunisia) and the OSCE participating States bordering the Mediterranean Sea. At the OSCE conference in Malta, PAM Secretary General, Ambassador Sergio Piazzi will be also moderating the session dedicated to the intervention of Hon. Makis Voridis (Greece), Chair of the General Committee on Political Affairs and Security of the OSCE Parliamentary Assembly. Statement by the Parliamentary Assembly of the Mediterranean on car-bomb attacks in Turkey

The Parliamentary Assembly of the Mediterranean (PAM) reiterates its condemnation of acts of terrorism and violence targeting innocent civilians, following the bomb attacks in the Turkish Southeastern city of Reyhanli in the Hatay province, bordering Syria. There is no justification for such acts. The explosions causing, till now, the death of 46 people and injuring more than a hundred people, cannot be passively tolerated by the international community and PAM insists that any spill over of the Syrian conflict beyond its borders must be avoided at all costs both in respect for national sovereignty and stability in the region. The fate of civilians in general and of the Syrian displaced population and refugees is constantly kept under the lens by PAM, which insists on a rapid and political solution to the conflict. To this effect, in consultation with the UN Secretary General, PAM will convene a high level international parliamentary hearing to review with the Syrian parliamentarians, other PAM delegations, and major humanitarian organizations, obstacles to the delivery of humanitarian assistance and measures on how to step up protection to the civilian population in Syria and in neighboring countries.
